ARROWE PARK GOLF CLUB
CLUB RULES
1.
The Club shall be called the
ARROWE PARK GOLF CLUB
2.
The objects of the Club shall be:
(a) To encourage the
playing of golf in the true spirit and etiquette of the game.
(b) To fix a handicap
for each member.
(c) To provide
competitions for members.
(d) To provide means
of social intercourse.
3. (a)
The club shall be managed by the Committee which shall consist of
The President, The Vice President, The Captain, The Past Captain, The
Secretary, The Treasurer, The Bar Secretary, The Fixtures Secretary, The
Handicap Secretary, The Veteran's Secretary and up to seven (7) other
members of the club. The
President remains static and the retiring Captain shall sit for one year
as Past Captain. All other
Officials and Committee shall retire each year but shall be eligible for
re-election.
(b) All nominations
for Officials and Council together with name of Proposer and Seconder to
be received by the Hon. Secretary twenty eight days (28) before the
A.G.M. date.
(c) Committee
Meetings to be held monthly and nine shall form a quorum.
(d) The Committee
shall have the power to appoint Sub- Committees to assist them in the
management of the Club, and may also from time to time make such by-laws
as they deem necessary.
(e) The Committee
shall nominate members of the Committee concerned with the purchase for
the Club or with the supply by the Club of intoxicating liquor.
(f) The
Committee shall have the power to co-opt members to fill any vacancies
on the Committee which may arise during the year.
(g) The Committee
shall have the power to expel any undesirable member.
4. The A.G.M. of the Club
shall be held on the 3rd Monday in March each year at a place
to be appointed. A notice
shall be displayed in the Club House on January 1st each year stating
the date, time and place of the meeting.
The agenda for the meeting will be added 10 days before the
meeting date and this shall include any intended motion to be
considered. Copies of the
agenda, the balance sheet and the proposed fixtures will be available
for members at the Club House, from this day.
The business at the A.G.M. shall include the installation of the
Captain, Election of Officers, Council, and any other business.
5. Notice of any intended
motion to be considered at the General Meeting must be given to the Hon.
Secretary at least twenty-eight days (28) before the meeting.
6. Special General Meetings
of the Club shall be called when found necessary by the Committee or on
notice given to the Secretary signed by 30 members of the club, and
stating reason for this request.
7. No member shall vote at
any meeting until his subscription has been paid for the year.
Social members are not allowed to vote.
8. Each candidate, for
admission, must be proposed by one member and seconded by another.
Each candidate shall be voted for by the Committee and shall be
elected by a majority of votes.
Each candidate shall then be reviewed after completing three
months of the golf season (April-October).
A list of new members to be reviewed at the next Committee
meeting will be displayed on the notice board for a minimum of 48 hours
to allow the membership to raise objections.
9. Entrance fees and Annual
Subscriptions shall be increased by up to a maximum of £5 in any one
year at the discretion of the Committee if felt by them to be necessary.
Any increase in excess of £5 shall be decided at the A.G.M. or at
an E.G.M. called by the committee at a time deemed appropriate.
Members in receipt of State Pension shall have full membership on
payment of Associate Members fee.
In order to benefit from Associate Membership, a person must have
been a member of the club for a minimum of five years, paying full
yearly subscription.
10. All members reaching the age
of 75 who have been an active member for at least 10 years shall be
granted Honorary Membership on notification to the Secretary.
11. Junior Members shall become
Seniors on reaching the age of 18.
12. New members shall be required
to pay their subscriptions before being entitled to the privileges of
the Club. Members elected
after the 1st August shall only be liable for half the years'
subscription, but for the full entrance fee.
13. No first year member can
propose or second applications for membership.
14.
Members may introduce Guests
to the Club, but not more than two (2) guests may be admitted at any one
time by one member.
The
same persons may not be admitted as guests on any more than six (6)
occasions in any twelve month period.
The member and his guest must sign the "Visitor's Book" kept for
the purpose at the entrance to the Club.
The member must accompany his guest while on Club premises and is
responsible for ensuring that the rules of the Club are strictly
observed.
No member
introducing a guest shall permit his guest to make any purchase of
intoxicating liquor or other refreshment while on club premises.
No person whose membership application has been rejected or whose
membership has ceased or been suspended shall be admitted as a Guest.
15.
The Club shall admit as
Visitors, members of Affiliated Clubs, members of visiting sports teams
and their supporters and members of visiting Societies/Clubs.
Such persons shall sign the "Visitors' Book" including the name
of the Club or Organisation.
Visitors may purchase refreshments and intoxicating liquor while
on the Club premises.
16.
Intoxicating liquor may be
sold for consumption on the premises to NON MEMBERS of the Club who are
neither Guests nor Visitors;
1.
When
attending at the Club premises in the course of legitimate Club
business.
2.
When
attending a function which has been authorised by the Management
Committee which is either:-
a)
A Club function or
entertainment, or
b)
A function which has
been booked by a member for an event of a private nature i.e. Weddings,
Anniversaries, Birthdays etc.
17.
No 'Off' Sales will be made to
any person other than a Club Member.
18.
Subscriptions for the ensuing
year shall be due on the 1st March and any member not having sent in his
resignation to the Secretary in writing, previous to such date shall be
considered a member and be liable for his subscription.
19.
When a member's subscription
is not paid by 31st March his membership ceases but he is still liable
for his subscription under Rule 18.
20.
The Captain, or in his
absence, an Ex-Captain shall preside at all meetings of the Club, and in
the case of equality of votes, shall have the casting vote.
21.
The Hon. Secretary shall keep
the correct minutes of the proceedings and shall produce same at all
meetings hereof.
22.
The Hon. Treasurer shall
record all financial transactions and shall produce a Balance Sheet
(duly audited by two members) at the A.G.M. of the Club.
23.
The Club shall not make a
distribution of any surplus save to another profit making body or, in
part or in whole to the members on dissolution.
24.
The payment of Club accounts
must be by cheque with amounts of £50 and over in joint signatures of
two members of the cheque signatory panel. Cheques up to £50 and may be
signed by the Treasurer alone.
The Banking Account shall be in the name of the Club.
25.
The Committee shall have the
power to limit the number of members of the club, and after the limit
has been reached, new members shall only be elected as vacancies occur.
26.
A Handicap Committee shall be
appointed and shall meet as required.
It shall be the duty of the Handicap Committee to see that all
handicaps and alterations are displayed in a prominent place.
All new members must return three cards of eighteen holes,
expressly marked for handicap purposes, two signed by club members, the
third marked by a member of the Committee.
All three rounds must be played from the competition tees.
He must be allocated a handicap before taking part in any
competition.
27.
No alteration shall be made in these rules except at a General or
Special meeting of the Club.
Notice of such a proposed alteration shall be given on the
circular convening the meeting.
28.
The Election of Captain:
It shall be the duty of a
Committee of all available Past Captains who are still active members of
the club with the Captain as Chairman to select The Captain Elect. A
minimum of 5 Past Captains must be available before the selection
process can take place.
29.
Dress on the course shall be
generally accepted golfing attire.
This does not include jeans and similar fashionable clothes.
30.
Any non-golfer can apply to
the club to be considered as a Social Member.
He or she must be proposed and seconded as for a full member and
he or she must state the reasons for applying.
All members' wives or girlfriends shall be automatically
considered to be Social Members.
No Social Member can introduce guests to the Club.
31.
Rules of the Club Room:
(a)
The General Hon.
Secretary shall keep at all times upon the Club premises a register of
the names and addresses of the Club members.
(b)
He shall as and when
required each year produce to the Justices a return giving the
particulars required by the Licensing Act.
(c)
He shall also apply for
an excise licence in respect of the Club premises.
(d)
He shall keep a Stock
Ledger accounting for all saleable goods.
(e)
An inventory shall be
kept in respect of all fixtures and fittings, etc.
(f)
He shall see that the
law is observed in every respect within the precinct of the Club Room.
(g)
The Club Room will be
open when deemed applicable.
(h)
The opening hours for
the sale of intoxicating liquor shall be determined by the Management
Committee and shall be within those times stated in the Club
Registration Certificate.
(i)
It is the
responsibility of all members to ensure that their Guests, who have made
use of the Club Room's facilities on SIX occasions in any one year, will
thereafter be required to apply to become a Social Member of the Club.
(j)
Dress in the Club Room
shall be smart casual attire.
Unacceptable dress - jeans, tee shirt, golf shoes, golf
waterproofs and any sort of headgear.
